New Delhi: With Bharatiya Janata Party (BJP) and Aam Aadmi Party (AAP) failing to get a majority in the 70-member Delhi Assembly, there is a big possibility of a spell of President's rule in the national capital.

Arvind Kejriwal's Aam Aadmi Party (AAP), which has won 28 seats in Delhi, has not only decimated the Congress, but has also spoilt BJP’s chances to form the government in the national capital. The BJP, which bagged 32 seats, needs 3 more seats to register a majority.

Meanwhile, hectic consultations were on in both parties after election results returned a split verdict that gave majority to none in the 70-member assembly.

The AAP is no mood to budge from their earlier stand of having any alliance with any of the parties. AAP leader Yogendra Yadav on Monday said even if Lt Governor Najeeb Jung invites the party to form the government it will decline such an offer citing lack of majority.

Senior BJP leaders also held series of meetings and maintained their earlier position that the party will not stake claim to form a government as it was short of a clear majority.

"We have no numbers. We do not want to purchase any MLAs," former BJP president Nitin Gadkari, who is party in-charge of Delhi, said.

Sources said Gadkari discussed the issue with Narendra Modi through teleconferencing and the common view in the party was that it should not resort to taking any unethical move.

As Delhi returned a hung verdict in the Assembly elections, Home Minister Sushilkumar Shinde on Monday said the Lieutenant Governor will explore all options of forming a new government before taking a call.

Sources said the LG is expected to call the single largest party BJP, which along with its partner Akali Dal's one seat has 32 MLAs, to know whether it is ready to form a new government.

If the BJP declines to form the government due to the lack of majority in the 70-member House, the LG then may ask the second largest party - the Aam Admi Party which bagged 28 seats -- whether it is in a position to form the government.

If the LG suggests for President's rule, the Home Ministry will move to the Union Cabinet and the Cabinet, if convinces with the LG's suggestions, will recommend for President's rule by keeping the Assembly under suspended animation.
