Aizawl: Mizoram Chief Minister Lal Thanhawla
on on Tuesday presented in the state assembly a budget of Rs 3,911
crore and proposed upward revision of tax and non-tax revenue
and review of subsidies in the PDS items.
Lal Thanhawla, who also holds charge of the Finance
department told that state assembly the increasing pressure of
expenditure on revenue account and the need for higher
investments on capital account compelled him to mobilise more
resources.
He proposed upward revision of rates of sales tax on
petroleum products and increase of the uniform floor rate of
value added tax (VAT) on other items.
His proposals also included upward revision of monthly
minimum of user charges in respect of piped water supply and
also various taxes under the state transport department.
Compulsory registration of labourers and casual employees
and levying of employment cess from regular employees of the
government were also another avenue for mobilisation of
additional resources proposed by the chief minister.
He also proposed a review of the existing subsidy in food
and other PDS items, 'so that issue price will be enhanced in
respect of people other than those below the poverty line and
those paying the maximum ceiling of professional tax'.
Lal Thanhawla also presented the second supplementary
demands for the current financial year amounting to Rs 817.11
crore and also seeked a vote-on-account for the first four
months of the next fiscal amounting to Rs 1354.28 crore.
The annual budget estimates for 2011-2012, second
supplementary demands for 2010-2011 and vote on account would
be deliberated for approval tomorrow, the last day of the
current state assembly session.
